Day 4 Reflections from TIMRA 2026: Developing the Skills to Investigate Tobacco Industry Interference

Day four of the Tobacco Industry Monitoring Research and Accountability (TIMRA) 2026 Workshop, hosted by the Tobacco Control Research Group at the University of Bath, focused on strengthening one of the most essential aspects of tobacco industry monitoring: investigative capacity.

Throughout the day, participants explored practical tools, investigative techniques, and policy insights that will enhance the way tobacco industry interference is identified, documented, and communicated.

Investigative Skills for Tobacco Industry Monitoring

The day began with an introduction to investigative research techniques.

Participants learned how to move beyond basic internet searches by using Google Advanced Search to locate more precise, targeted, and relevant information. The session demonstrated how refining search strategies can significantly improve the quality of evidence gathered during investigations.

The workshop also introduced participants to the Wayback Machine, a digital archive that preserves historical versions of webpages. This tool enables researchers to retrieve information that has been modified or removed over time, ensuring that valuable evidence is not lost when organisations alter their online content.

These practical skills are particularly valuable in monitoring corporate behaviour, where digital records can quickly change or disappear.

Understanding Tobacco Taxation and Industry Responses

The second session examined tobacco taxation, recognised globally as the single most effective tobacco control policy.

Participants explored different taxation models, including specific taxes and ad valorem taxes, before analysing how the tobacco industry responds to tax increases through a range of commercial strategies.

These include:

  • Differential shifting of tax increases across product categories.
  • Introducing cheaper products to encourage consumers to switch rather than quit.
  • Price smoothing ahead of anticipated tax changes.
  • Shrinkflation through smaller product sizes.
  • Price discrimination across different consumer groups.
  • Modifying product characteristics and manufacturing processes.

The session also highlighted the remarkable profitability of the tobacco industry, illustrating the significant commercial incentives that drive resistance to stronger tobacco control measures.

Protecting Scientific Integrity

Another important discussion focused on how the tobacco industry attempts to influence scientific research.

Using the Science for Profit model, participants examined strategies employed by the industry to shape scientific evidence, influence research agendas, and generate uncertainty around tobacco control policies.

The session also reviewed current safeguards designed to protect scientific integrity, including independent research funding mechanisms, transparency initiatives, restrictions on third-party influence, public awareness efforts, and journal policies limiting industry-funded publications.

Learning from Whistleblowers

Participants then explored the important role of whistleblowers in exposing tobacco industry misconduct.

The session examined who whistleblowers are, how organisations assess information provided by them, and the measures required to ensure both personal safety and confidentiality throughout investigative processes.

Historical examples demonstrated how whistleblower testimony has contributed significantly to exposing unethical industry practices and strengthening tobacco control globally.

Expanding the Digital Investigation Toolkit

The final session built on the morning’s investigative skills by introducing additional digital tools, including Google Dorking, Google Alerts, advanced Wayback Machine comparisons, LinkedIn, and generative AI applications.

These technologies offer powerful opportunities to monitor industry activities, identify emerging narratives, preserve evidence, and improve investigative efficiency. However, the workshop also reinforced the importance of using these tools responsibly and verifying all findings through credible sources.

Reflections

Day four demonstrated that effective tobacco industry monitoring requires more than technical knowledge of tobacco control policies. It demands curiosity, persistence, strong investigative skills, digital literacy, and a commitment to evidence-based practice.

As the workshop approaches its final day, these practical lessons will continue to strengthen our collective ability to monitor industry behaviour, protect scientific integrity, and support stronger tobacco control policies both in Kenya and globally.
